The whole world is guilty before the God of justice.  No single person by nature is righteous before God; and according to His nature of justice, He will punish a man for his ungodliness.

But His righteousness and mercy to justify man are revealed in the gospel (Rom. 1:17-18; 3: 21-26; Eph. 2;4-5).

Without the preaching of the gospel, man will remain ignorant of this righteousness of God (Rom. 10:14-15), and then die in his sins and be lost forever.  Jesus told the Jews: “…if ye believe not that I am he, you shall die in your sins” (John 8: 24).
