Why is it that when a brother who's based abroad is getting married, he's given preferential treatments by the marriage committee members and before you know it, he's done with marriage processes as against the normal duration it should take.

All the application from outside the country doesn't go straight to the marriage committee but comes first to the desk of the Diocesan Pastor and I review them before given approvals or refusal if things are not in order. Especially when the Brother is found to not be a genuine Child of GOD.
