Why will a brother be kept for Years in the MC stage and finally allowed to marry

In most cases, someone else might have submitted the name of the supposed Sister to the marriage committee and to avoid confusion for the sister, the marriage committee puts the Brother on hold to allow the Sister give a response to the first Brother. If her response says she's not interested in, or convinced about the first Brother, then opportunity will be given to the other Brother to proceed.
The period of waiting for the sister to respond is what creates such delays in most cases.
